The Bhu Bharti Act included a feature called two-tier grievance redressal system which managed in phases. In the first phase, the normal individuals can submit their issues to the Revenue Divisional Officer within a year of the enactment of the Act.

In the second phase, they can address to the District Collector for further proceedings and resolution if their problem is not solved. This approach is completely different than the traditional court system, providing a more straightforward, quicker, and cost-effective way to seek justice.
